To all-

 

As you recall from our June 11, 2009 Jamacha Blvd meeting with Supervisor Jacob, DPW committed to work with The Pointe developer to have the K-rail removed by early July.   

 

We understand the wishes of the community to have the K-rail removed, but as we move forward with planning the steps necessary for the County's construction project, we now realize the K-rails need to be in place to enable our County Jamacha Blvd improvement project to be constructed.  The cost to temporarily remove the K-rail now and then replace the K-rail before work commences will cost about $300K.  The cost is substantial due to the need for significant earthwork to backfill the drop-off immediately adjacent to the road to ensure a safe shoulder for motorists (and bicycles). 

 

We had initiated the idea to remove the K-rails back when there was no solution identified to get the Jamacha Boulevard widening project constructed.  As we have in recent weeks formulated a plan to get the widening project underway relatively soon, we did not initially recognize that the earlier idea to remove the K-rails would effectively conflict with getting the widening project constructed. 

 

We are now stuck between a rock and a hard place.  We want to remove the K-rail as committed to the bicycle community, but the $300K expense to remove the K-rail for only about six months and then reinstall the K-rail to start construction would consume dollars that are expected to be essential to fully fund the widening project construction.  We anticipate having our County project ready to bid by November 2009, so that upon receipt of the project bond money, we could start construction as early as January 2010. .  Should we have thought of this before committing to remove the K-rail?  The obvious answer is yes, we should have, and we apologize for not connecting the dots on the future need for the K-rail for our construction project.   

 

Please remember this whole K-rail issue is due to The Pointe abandoning their roadway improvement project and defaulting on their obligations to the County.  Calling bonds and taking over projects is not something we do very often, but we are taking action to get this project moving.  If you have any additional questions, please feel free to contact me.

 Sorry for the delay in responding to you.  I've been gone on vacation

 and just got back. Gosnell, the developer, is finishing up getting

 bids from Errecas, the contractor, to remove portions of the krail and

 improve the stormwater devices to minimize erosion.  We also have

 asked them to remove some debris and other piles along the section.  I

 hope to see final cost for this work next week.  We are waiting on the

 contractor.  Gosnell will be submitting their revised Traffic Control

 plan so they can renew their Traffic Control permit with us.

 

 We have been working on reviewing the revised Traffic Study, the 3rd

 reiteration.  We are also preparing a cost estimate associated with

 all remaining improvements.  We are working to have another meeting

 with the bonding company late in May or early June.

 

 We have told Gosnell, they will need to purchase new pipes.

 

 That's where we are.   I will let you both know as soon as I have a

 date for the krail removal.

Testing results have come back that the pipe no longer meets manufacturer's specifications.  So, either all pipes need to be sent back to the manufacturer for repair or new pipes need to be purchased.  The County is reviewing costs to complete the project and plan to have revised cost estimates by the end of April.  Once we have those numbers, we plan to continue discuss with the project's bonding company to seek monies to complete the project.

 

I've been talking with the developer and their contractor about the k-rail locations.  It appears it may not be proper to place the concrete barriers on the dirt behind the paved areas.  We are working to obtain costs to complete remove some portions of the k-rails and store them until the project continues.  In the meantime, we are working to determine the requirements for the transition points from no k-rail to k-rail to ensure it is properly secured.

Mr. Reynolds-

 

The next step in verifying the structural stability of the waterline pipe's is happening this week.  They are initiating destructive testing on a select group of pipes on Wed.  We will then get word shortly after about the potential to go forward with the work with the pipes on hand.

 

The traffic study has been reviewed a 2nd time and County comments have been provided.  Three alternatives have been reviewed for the new traffic circulation that includes requirements for new roads to be built or improved.  There were approximate 8 major comments we had. A third submittal is necessary to narrow down the final option.  I'm continuing to track it and work to obtain a final approval.  Due to the potential for litigation and the need to pursue additional monies through the bonding company it is difficult to put a timeline to it.  At our last major meeting, we seriously talked about our next steps and I see potentials for the negotiations to start soon again once we have a more definitive study and associated costs for the final option.  We are working in the right direction and the information is being shared amongst a number of DPW Sections and with the DPW Assistant Director.

We had our meeting internally to go over a tentative plan to make some more room on Jamacha Blvd for bicyclists.  Some more questions came up and we are working on finalizing some layouts that we should be able to share shortly.  Then, I will need to share this with the developer and see if we can get a contractor to perform this work shortly.  I hope to have some confirmation this week or early next.  Please keep in mind Monday is a County holiday.  I should have some word by Wed., Feb. 18th.
